How Should a School Office Organize Google Drive?

TL;DR: Keep official student records in your student information system, and organize the office's working documents in a shared drive by school year and function: enrollment, student records requests, forms and permissions, attendance and health office paperwork, staff, operations and board. Restrict anything about individual students to the staff who need it, because under FERPA any record directly related to a student and kept by the school can be inspected by parents. School offices run on forms. Enrollment packets, proof of residency, immunization records, permission slips, records requests from other schools, and staff paperwork arrive every day, by email, by upload and on paper that gets scanned. What does FERPA mean for files in Google Drive?

FERPA's definition of an education record is broad: records "directly related to a student" and "maintained by an educational agency or institution or by a party acting for the agency or institution." (34 CFR 99.3) The Department of Education's Student Privacy Policy Office has also said FERPA doesn't distinguish between a student's official record, cumulative file or unofficial records.

For a school office drive, three practical consequences:

  • Scattered copies are still records. A scanned form in someone's Downloads folder can be in scope for a parent's request. Fewer, known locations make requests manageable.
  • Requests have a deadline. Schools must provide access "within a reasonable period of time, but not more than 45 days after it has received the request." (34 CFR 99.10)
  • Don't destroy records under request. The school "shall not destroy any education records if there is an outstanding request to inspect and review the records."

FERPA itself sets no general retention period; retention schedules come from your state and district. Disclosure outside the school generally needs signed, dated written consent, with exceptions listed in 34 CFR 99.31.

What mistakes should you avoid?

  • Student documents in unrestricted folders. Restrict folders with individual student documents to the staff who handle them.
  • Copies scattered across personal drives. Under FERPA, working copies can be records too. Keep them in known places.

What won't it do?

  • It isn't a student information system. It doesn't hold grades, attendance or official transcripts.
  • It doesn't respond to records requests for you. It helps find every document about a student; staff decide what to provide.
  • It doesn't apply retention schedules. Your state and district schedules decide what's kept and for how long.
