Photographs carry no readable address, so they are filed by the upload they arrived in rather than their contents. In practice that means a per-property upload destination, which keeps a walkthrough set together under the right address.

How long do documents need to be kept?

Retention periods for transaction records are set by state law and brokerage policy, and they are commonly several years. The relevant point here is that a structure organized by address stays readable that long, where an inbox and a desktop do not.
